Basic Constitution and Internal Regulations adopted at the 9th World Congress in Sao Paolo Brazil,19 to 22 Octobre 1985(Arabic Copy).  
 During the 9th World Congress of WLCU, the congress cancelled the Basic Constitution and Internal Regulations in effect since  1971 and adopted this new regulations below since 1/1/1986.
